A small bayshore borough at the entrance to Sandy Hook Bay with a working-waterfront identity and strong boating culture. Restaurants, marinas, and seafood spots line the water, while nearby access to Sandy Hook and ferry service to Manhattan keep the town active beyond summer weekends. The steep hills overlooking the harbor give Highlands a different feel from the flatter barrier-island beach towns farther south.
