Toms River is the seat of Ocean County and one of the largest, most sprawling townships on the Shore, set on the mainland where the river meets Barnegat Bay. It reads more as a commercial hub than a beach town: a county courthouse, regional shopping, a brewery scene, and the indoor attractions families fall back on in bad weather. Its own ocean beach, Ortley Beach, sits across the bay on the barrier island.
History Toms River grew from a colonial port and ferry crossing, named most likely for Thomas Luker, and was chartered as Dover Township in 1768. During the Revolution it ran a salt works and sheltered privateers, making it a target: British and Loyalist forces stormed the blockhouse in March 1782, captured Joshua Huddy, and burned the village. The township boomed after the Garden State Parkway arrived in 1954, and in 2006 voters dropped the Dover name for Toms River.
What makes it unique Toms River is the rare Shore place that works as a year-round county seat first and a beach destination second. Most of it is mainland suburb, big and spread out, while its slice of oceanfront sits a bay away at Ortley Beach. That makes it the region's practical center, where people come for the courthouse, the stores, and rainy-day indoor options, then cross the bay for sand.
